(HHS) Sebelius Launches 'Year of Community Living' Initiative
In observing the 10th anniversary of the Supreme Court's decision in Olmstead v. L.C. -- the ruling establishes that "unjustified institutional isolation of persons with disabilities is a form of discrimination" under the Americans with Disabilities Act (ADA) -- Health & Human Services Secretary Kathleen Sebelius on Monday (June 22) unveiled a "Year of Community Living" initiative. The project is expected to have a significant impact on the way disabled people and the chronically ill are cared for, with the Centers for Medicare & Medicaid Services (CMS) and the Administration on Aging (AoA) assuming leadership roles in administering the program. President Obama is recommending a series of Medicare and Medicaid cuts, designed to cut $313 billion in payments over 10 years. The proposal is part of his larger plan to overhaul the nation's healthcare system. These savings would then be passed on to finance a refit of the U.S. healthcare system. (Deadline: Aug. 10) The Department of Health & Human Services, in conjunction with the Administration on Aging's (AoA's) Office for Planning & Policy Development, is making available $10 million for the "Aging and Disability Resource Centers: Empowering Individuals to Navigate Their Health and Long Term Support Options" program. The Alabama Department of Senior Services (ADSS) and its top executive, Commissioner Irene Collins, are being honored for developing what ADSS is calling the "Safe Center" concept. The Alabama agency has been named winner in the "Senior Citizens' Preparedness Award" category at the 2009 National Hurricane Conference in Austin, TX. The Safe Center concept, a storm-proof structure that provides a safe refuge for seniors in times of emergency, is the result of a partnership between ADSS, the U.S. Administration on Aging, Alabama Emergency Management Agency and the Alabama Department of Economic & Community Affairs. (CENSUS BUREAU) World's Older Population Projected to Triple by 2050
The world's 65-and-older population is projected to triple by midcentury, from 516 million in 2009 to 1.53 billion in 2050, according to the U.S. Census Bureau. In contrast, the population under 15 is expected to increase by only 6% during the same period, from 1.83 billion to 1.93 billion.
